What I do at Birlay
I lead Birlay's Italy operations from our Milan desk, working directly with prospective students from non-EU countries who want to study at Sapienza, Politecnico di Milano, or other Italian universities. My role covers:
- Universitaly pre-enrollment as step zero — registering the applicant on the official Universitaly portal and matching it to the consulate before any visa appointment
- DOV / CIMEA recognition — preparing the Dichiarazione di Valore or the CIMEA statement of comparability early, since recognition is the most common bottleneck for non-EU applicants
- ISEE tuition optimization — running the income-based ISEE calculation so families pay the near-free public tuition they are entitled to, and flagging DSU regional scholarship deadlines
- Type D visa filing — assembling financial proof, accommodation, and health insurance valid in Italy
- Post-arrival steps — codice fiscale issuance and the permesso di soggiorno per studio application within 8 working days of arrival
Editorial principles
All Italy-focused articles published under my byline on Birlay.com are reviewed for accuracy against current Italian consulate requirements, the Universitaly portal, CIMEA/DOV rules, and Polizia di Stato procedures. Legal claims are independently verified by Birlay's Italy reviewer — Giulia Ferrara, Italian avvocato (Milan Bar #24917), student visa, permesso di soggiorno and education-law practitioner in Milan.
Independent verification
Birlay's editorial policy requires all author profiles to be independently verifiable. Author bios are not generated content. If you would like to confirm credentials before relying on Italy-related guidance published under my byline, contact Birlay's editorial team at editorial@birlay.com, or verify the Italy reviewer's credentials via the Milan Bar (Ordine degli Avvocati di Milano) public register (Milan Bar #24917).
