Eleven years on the Stamp 2 / IRP / Graduate Scheme chain cover the full international student journey from study permission through the 2-year stay-back. Recurring focus areas:
What I do at Birlay
I lead Birlay's Ireland operations from our Dublin desk, working directly with prospective students from India, Pakistan, Bangladesh, Nigeria and beyond who target Trinity, UCD, or another ILEP-listed institution. My role covers:
- ILEP eligibility as step zero — confirming the chosen programme is on the Interim List of Eligible Programmes before any deposit, because non-ILEP enrolments do not lead to Stamp 2
- Financial evidence preparation — building the €10,000 proof-of-funds file the way the visa officer expects to see it, the single most common cause of refusal
- University application support — guiding students through Trinity College Dublin and UCD admissions, plus the Technological Universities for more affordable Stamp 2 routes
- Post-arrival registration — IRP registration at the Burgh Quay Registration Office (or regional Garda Síochána) within the required window after arrival
- Graduate Scheme planning — sequencing the Third Level Graduate Scheme application on Stamp 1G so the 2-year stay-back starts as soon as the degree is conferred, and pivoting to a Critical Skills employment permit when the job offer is in scope
- Visa appeals — drafting reasoned appeals for students refused at first instance, where the underlying file was salvageable
Editorial principles
All Ireland-focused articles published under my byline on Birlay.com are reviewed for accuracy against current Immigration Service Delivery (ISD) policy, the live ILEP list, university fee schedules, and the Department of Justice's Third Level Graduate Programme rules. Legal claims are independently verified by Birlay's Irish reviewer — Patrick Murphy, Irish Solicitor (Law Society of Ireland #31278), student immigration, IRP registration and Graduate Scheme practitioner in Dublin.
Independent verification
Birlay's editorial policy requires all author profiles to be independently verifiable. Author bios are not generated content. If you would like to confirm credentials before relying on Ireland-related guidance published under my byline, contact Birlay's editorial team at editorial@birlay.com, or verify the Irish reviewer's credentials via the Law Society of Ireland public solicitor register (Law Society of Ireland #31278).
