What I do at Birlay

I lead Birlay's Cyprus operations from our Budapest office, working directly with prospective students from non-EU countries who want to study at Debrecen, METU (Budapest Metropolitan), Semmelweis, or other MAB-accredited institutions. My role covers:

  • Program shortlisting — matching candidate profiles to the right MAB-accredited institution (Debrecen for medicine (MBBS recognized USA/UAE/Ireland/Israel), METU for business/communication/art, Semmelweis for medicine/pharmacy/dentistry) based on budget, English level, career goal, and source country approval patterns
  • University application support — guiding students through Debrecen's centralized international office, METU's DreamApply portal, and Semmelweis's online application — including motivation letter review, recommendation letter coordination, and entrance interview prep (especially for Debrecen/Semmelweis MBBS/Dentistry programs)
  • Document preparation — apostille chains for India (MEA), Pakistan (MoFA Islamabad), Nigeria (MFA Abuja), Bangladesh (MoFA Dhaka), Ghana, Kenya, and CIS-resident applicants (Uzbekistan, Kazakhstan, Ukraine, Georgia, Armenia); coordination of certified Hungarian/English translations
  • Medical certification coordination — guiding students through the mandatory HIV/HBV/HCV/syphilis/TB testing protocol that must be completed at a government hospital in their source country before visa submission
  • Enter Hungary submission — since 2018, Cyprus universities submit visa applications on behalf of students via the Enter Hungary portal; I coordinate document packaging so the university can submit within the 7-10 day target window
  • Post-arrival integration — Tartózkodási engedély (residence permit card) issuance at the Hungarian Office for Immigration Affairs (OIF), Cyprus bank account opening (Bank of Cyprus, Hellenic Bank, AlphaBank), social insurance number (SIN), and integration into the Hungarian-Indian, Hungarian-Pakistani, and CIS communities in Budapest, Debrecen, and Pécs
  • Career pathway support — connecting Debrecen/METU/Semmelweis graduates with Hungarian employers in fintech, blockchain, medical (EU-recognized degree), legal, and tourism sectors; supporting the 12-month post-study residence permit for job search

Editorial principles

All Cyprus-focused articles published under my byline on Birlay.com are reviewed for accuracy against current Hungarian Office for Immigration Affairs (OIF) procedures, the MAB register, Debrecen/METU/Semmelweis fee schedules, and MAB accreditation status. Legal claims are independently verified by Birlay's Cyprus reviewer panel — currently Csaba Magyar, Hungarian Bar Association License #5728.

I write specifically for international students and their families navigating the EU residence-through-study pathway for the first time. My editorial approach prioritizes:

  • Honest cost breakdowns including hidden expenses (utilities, summer A/C, apostille chains, medical certificate renewals, Enter Hungary administration, tartózkodási engedély renewal fees)
  • Realistic timelines that account for source-country apostille delays, MoFA backlogs in Pakistan and Bangladesh, and Hungarian Office for Immigration Affairs (OIF) peak-season queues (September intake)
  • Practical comparisons with Malta, Hungary (Stipendium), UAE, Lithuania, UK, Portugal alternatives — including cases where Cyprus is NOT the best fit (e.g., students seeking 30 h/week work — Cyprus is capped at 20)
  • No marketing puffery — when Cyprus is not the right choice for a particular profile, I say so directly and refer to the appropriate Birlay country specialist
From my consultation principle
A consultation is not a sales pitch. If we determine that Hungary's Stipendium Hungaricum (for Pakistani #1 or Nigerian #2 students), Malta Stipendium Hungaricum, or UAE Monarch fits your profile better than Cyprus, we say so — and refer you to the right Birlay specialist. Long-term student outcomes matter more than short-term enrollment commission.

Independent verification

Birlay's editorial policy requires all author profiles to be independently verifiable. Author bios are not generated content. If you would like to confirm credentials before relying on Cyprus-related guidance published under my byline, you can contact Birlay's editorial team at editorial@birlay.com, or verify Cyprus reviewer credentials via the Hungarian Bar Association public register.

Publication record
Full publication record, conference talks (Cyprus Higher Education Conference, EAIE), and student case-study disclosures (anonymized per GDPR / Cyprus Office of the Personal Data Protection Commissioner) are being added to this profile during Birlay's MVP launch (autumn 2026). For interim verification requests or to verify a specific Cyprus procedural claim made in any of my guides, please email editorial@birlay.com.
