Malta uses a two-document system for non-EU students: a D-visa (long-stay national visa) for stays exceeding 90 days, and a residence permit issued after arrival. Both are administered by Identity Malta.
- Schengen short-stay C-visa — for visits ≤ 90 days; not for study programs longer than 90 days. Avoid this for full-term study.
- D-visa (long-stay national) — for stays > 90 days. Required for all MCAST, UoM, ELT longer than 3 months, and private college students.
- Residence permit — issued after arrival, for the duration of your study program. Renewable annually.

Identity Malta and Maltese consulates require these 9 documents. Two of them must be apostilled per the Hague Convention (covered in next section).
Valid passport
Original + 2 colour copies of bio-data page. Validity 3+ months beyond intended departure. 2 blank visa pages required for visa sticker.
Passport-sized photographs (4)
Recent (last 3 months), ICAO biometric format, white background, 35mm × 45mm. Studio photos accepted; webcam photos not.
Acceptance letter from Maltese institution
Original signed letter from NCFHE-registered institution. Must include: full legal name (matching passport), program name, EQF level, start date, end date, tuition fees paid + remaining.
Educational certificates + transcripts
Last completed qualification (10+2 / Bachelor's / Master's) + academic transcripts. Apostilled per Hague Convention if from member country.
Criminal record certificate
Police Clearance Certificate (PCC) from country of residence. Issued within last 6 months. Apostilled per Hague. India: state Home Department → MEA. Pakistan: Foreign Office Islamabad. Nigeria: MFA Abuja.
Bank statement (€11,000+ for 3 months)
Personal bank account, on official bank letterhead. 3-month transaction history showing maintained €11,000+ balance. Joint accounts: include co-holder identity proof.
Health insurance policy
Schengen-valid, minimum €30,000 coverage, valid full study duration. Cigna Global, Allianz Care, AXA Schengen are widely accepted. Local Indian/Pakistani providers often rejected.
Accommodation proof
Long-term rental contract (6+ months) OR school dormitory letter. Airbnb under 3 months considered insufficient.
Cover letter (motivation)
1-page letter explaining: why Malta, why this program, post-study plans, ties to home country. Helps caseworker understand intent.
Apostille rules per source country
The Hague Convention of 1961 governs document legalization across member states. Malta and most source countries (India, Pakistan, the UK, the US, the UAE) are members. Below — the apostille chain per country:
🇮🇳 India
Apply at Ministry of External Affairs (MEA) via your state Home Department. Process: notarization → state HRD verification → MEA apostille. Cost: ₹50 per document. Timeline: 4–10 working days through MEA directly; 2–3 weeks via outsourcing agents.
🇵🇰 Pakistan
Pakistan is not a Hague Convention member as of 2026. Document legalization happens via the Ministry of Foreign Affairs Islamabad, followed by attestation at the Maltese honorary consulate or via the closest Maltese embassy (Cairo for Pakistan region). Allow 4–6 weeks.
🇳🇬 Nigeria
Nigeria is a Hague member. MFA Abuja handles apostille. Documents must first be authenticated by the issuing authority (e.g., WAEC for school certificates, NUC for universities), then submitted to MFA. Timeline: 2–4 weeks. Cost: ₦5,000–15,000 per document.
🇧🇩 Bangladesh
Bangladesh is not a Hague member as of 2026. Use the Ministry of Foreign Affairs Dhaka legalization process: notarization → MoFA legalization → Maltese mission attestation (via Cairo or Delhi). Allow 5–7 weeks.
🇦🇪 UAE residents
For Indian/Pakistani/Bangladeshi/Nigerian nationals resident in the UAE: documents must be legalized in the country of origin first, then attested at MoFAIC UAE. Many use this route because it's faster than going home. Cost: AED 150 per document.

Get acceptance letter from institution

Build financial proof

Within 90 days of arrival: biometrics at Identity Malta Birkirkara, €230 residence permit fee, card delivered 30–60 days.
The €11,000 bank balance — what counts
This is the #1 source of confusion. Identity Malta wants assurance you can self-fund 12 months. The requirement, parsed:
- €11,000+ minimum (sometimes €14K for ELT applicants — adjusted upward by consulate)
- Personal account in your name (not parent's, not joint with non-direct family unless declared)
- Held for 3+ consecutive months immediately preceding application
- Stable — no large recent deposits (deposits in the last 30 days flagged as "irregular")
- 3-month statement on bank letterhead with bank stamp + manager signature
Alternatives if you don't have €11K personally
- Sponsor route — parent / sibling / spouse provides funds + notarized declaration of financial support + their 6-month bank statement. Sponsors abroad (in US, UK, UAE) accepted.
- Education loan — sanctioned loan from recognized bank (HDFC, SBI, Avanse for India) with disbursement letter to Maltese institution. The loan account itself counts as financial proof.
- Scholarship letter — full scholarship from Malta Government / Erasmus+ / institution / external body waives the €11K requirement.
Schengen-valid health insurance
Required: €30,000+ coverage, Schengen-recognized provider, valid full study duration (12+ months).
Accepted providers (2026)
- Cigna Global Student — €350–600/year. Strong claims process. Recognized everywhere.
- Allianz Care — €450–800/year. Premium tier; best for chronic conditions.
- AXA Schengen — €380–550/year. Cheapest reliable option.
- IMG Global — €320–500/year. Good budget option.
- Tata AIG / Bajaj Allianz (India) — Schengen-valid policies €280–450/year. Accepted but verify endorsement.

Realistic timeline
End-to-end realistic: 6–10 months from "I decide to apply to Malta" to "I'm holding my Maltese residence card." Start at least 8 months before your intended program start date.
Why applications get rejected — and how to fix
Start saving 4 months ahead. Don't deposit €11K all at once 30 days before application.
Verify at ncfhe.gov.mt before paying tuition. Some Maltese colleges market aggressively but aren't registered.
Must be Schengen-valid for full study duration. €30K minimum. Use Cigna/Allianz/AXA, not local-only providers.
Different spelling on passport vs degree vs bank flags manual review. Reconcile all spellings before submission.

Two options: Appeal to the Immigration Appeals Board within 30 days (best if rejection reason was technical / fixable), OR reapply after addressing the underlying issue (better if rejection was substantive). The reapplication waiting period is 6 months in most cases.
Visas for spouse and family
Family reunification is available after 6 months of legal residence in Malta. Eligible family:
- Spouse / civil partner — separate residence permit, allowed to work, free public healthcare access
- Minor children (under 18) — residence + free public schooling
- Dependent parents (over 65) — possible with proof of financial dependence + sufficient sponsor income

Residence permit renewal
Maltese student residence permits are issued for 1 year initially, renewable annually for the duration of your study program (max 6 years total under student status).
