Lithuania residence permit after arrival 2026 — Migration Department 30-day checklist

Step 1 — Register your address at Gyventojų registras (Day 1–3)

This guide on the Lithuania residence permit for students covers the full general procedure from arrival to card collection. The law of the Republic of Lithuania requires every foreign national to declare residence and register their place of residence within three calendar days of arrival. This is not optional and it feeds directly into your Migration Department application — the address registration confirmation is a required document at the office. For non-EU students, this address declaration is the first of the supporting documents the Lithuanian Migration Department will check.

You register at the nearest Gyventojų registras (Residents' Registry) office. In Vilnius the main office is at Saltoniškių g. 9, open Monday to Friday 08:00–17:00. Kaunas and Klaipėda have equivalent offices.

What you need for address registration

• Valid travel document (passport) with your valid visa — the Lithuanian D national long-term visa or entry stamp; the document should have at least two blank pages
• Proof of accommodation — university dormitory confirmation letter or a rental agreement signed by your landlord
• If renting privately, your landlord must also be present or provide a notarised consent letter confirming you live at that address

Dormitory students: your university's international office typically issues a standard accommodation confirmation letter. Collect this on your first day of orientation — do not wait. In our experience, universities like MRU and ISM have this letter ready within 24 hours for registered students.

Private rental students: this is where we most often see delays. Landlords in Vilnius occasionally resist going to the registry office. If your landlord refuses to accompany you, you need a notarised letter — budget an extra 1–2 days for notarisation. Our Vilnius desk processed 47 students in spring 2026, and three of them hit this exact landlord-reluctance problem. In every case, the solution was a notarised letter from the landlord and a brief explanation letter from the student.

Step 2 — Book your Migration Department appointment within 30 days of entry

The Migration Department of Lithuania operates appointment-based visits for residence permit applications. Walk-in queues exist but are unpredictable — during September and February intakes, walk-in waits of 3–4 hours are common. Book online the moment you land.

How to book

Booking now runs through the Lithuanian Migration Information System (MIGRIS). At Birlay we tell every non-EU citizen the same thing: create your personal MIGRIS account before you even buy your flight, because the migration information system pre-fills your application and reserves your slot. Once you come to Lithuania, the personal MIGRIS account is where your temporary residence permit (TRP) status lives.

1. Log in to your personal MIGRIS account at online.migracija.lt
2. Select "Temporary residence permit application" — this is the new temporary residence permit request for studies students
3. Choose your nearest Migration Department office (Vilnius main: A. Vivulskio g. 4; Vilnius branch: Saltoniškių g. 19)
4. Select the earliest available slot — during peak periods (August–September) slots can be 10–14 days out, so book immediately on arrival
5. You will receive a confirmation email with a reference number — save this

Critical timing note: the 30-day clock starts from your entry date into Lithuania as stamped in your passport, not from the date your university semester begins. Students who arrive a few weeks before semester start to find housing sometimes forget this. We have seen cases where a student arrived August 12 for a September 1 semester start, assumed the 30 days ran from September 1, and nearly missed the window.

Step 3 — Required documents for the Leidimas gyventi application

The Migration Department publishes the documents required at migracija.lt, but the official list of following documents and what officers actually request at the desk can differ. The table below reflects the current practical requirements — the supporting documents you will actually need — based on our Vilnius desk experience in spring 2026. Bring original documents; the officer will scan digital copies, but originals are checked on the spot.

At Birlay we have processed enough Lithuanian applications to know that the bank account statement proving sufficient financial resources is where most files stall — non-EU students often arrive with enough funds in a home-country account that has not yet produced a formatted statement. We tell families upfront: request the bank account statement two weeks before you fly. For PhD students and doctoral students the same general procedure applies, with the educational institution confirming the study period on the enrolment letter.

Common document mistakes

Mistake 1 — Enrolment letter not fresh enough. The Migration Department sometimes rejects letters dated more than 30 days before the appointment. Request a new letter from your international office the week before your appointment, not on arrival day.

Mistake 2 — Health insurance with the wrong coverage territory. Some students arrive with travel insurance valid for "Europe" that excludes Lithuania specifically or that caps coverage at €10,000. Read the policy. The minimum is €30,000 and Lithuania must be explicitly included.

Mistake 3 — Paying the fee in cash at the desk. The Migration Department does not accept cash payments at the counter. You must pay at a post office or via bank transfer and present the receipt.

A note for students who applied from their home country: if you obtained your national long-term visa at a Lithuanian embassy or through an external service provider before travel — including cases where the school issued a mediation letter — you still complete the residence permit in Lithuania. The visa gets you in; the TRP keeps you legal. This is a separate step from the visa, not a replacement, and it is the most common point of confusion for students from outside the European Union.

Step 4 — What happens at the Migration Department office

The main Vilnius Migration Department office at A. Vivulskio g. 4 is a modern, well-organised facility with numbered queue displays. If you have a booked appointment, go to the appointments counter directly — do not take a walk-in queue number.

The visit sequence

1. Check in at reception — show your booking confirmation reference; you will be given an appointment ticket with your counter number
2. Wait in the appointment queue — typically 10–30 minutes even with a booking during busy periods
3. Document submission at the counter — the officer reviews all documents, takes your biometric data (fingerprints and photo) digitally; the entire session takes 15–25 minutes
4. Receive your application reference number — this is your proof that the application is under review; it is essential for bank account opening
5. SMS and email updates — the Migration Department sends status updates via SMS to the Lithuanian phone number you register on the form; if you do not yet have a Lithuanian SIM, register a foreign number and check email

Language note: Counter staff at the Vilnius main office generally speak sufficient English for student residence permit applications. In our experience, the Saltoniškių branch is less reliably English-capable — bring a Lithuanian-speaking friend or contact the Birlay Lithuania package coordinator in advance if you are visiting that branch.

The AIKOS fast-track matters here too: the Migration Department processes applications from students at established AIKOS institutions faster than students from newly registered or lesser-known schools. Our Vilnius desk processed 47 students in spring 2026, and those enrolled at MRU, ISM, and LCC received their cards in an average of 16 days. Students at smaller AIKOS institutions averaged 28 days.

Step 5 — Receiving your Leidimas gyventi (residence card)

The Leidimas gyventi is a plastic biometric card approximately the size of a credit card. It is your primary identification document for all legal purposes in Lithuania and is what you present at borders when re-entering the Schengen Area.

Processing timeline

• Standard processing: 2–6 weeks from application submission
• Peak periods (August–October): up to 8 weeks; the Migration Department is legally required to complete within 3 months
• Expedited processing (skubus nagrinėjimas): available for an additional fee of €53; reduces processing to 5 business days; worth considering if your first semester involves travel or if you need the card urgently for banking

Collecting your card

You will receive an SMS when your card is ready. Return to the Migration Department office with your passport and the application reference number. Collection takes about 5 minutes. You do not need an appointment for collection — join the designated collection queue.

What the card shows: your full name, date of birth, nationality, photo, card expiry date, and the notation "Student" under purpose of stay. The card is valid for the duration of your study programme plus 3 months.

Post-study extension: this is one of the Vilnius cost advantage benefits that surprises students. After completing your degree, Lithuania offers a 2-year post-study residence permit allowing you to work or seek employment. The application opens 3 months before your current permit reaches its expiration date. At this stage many graduates switch grounds — from studies to a work permit tied to a future employer, which is how Lithuania converts foreign workers from its own graduate pool. Students like those from Pakistan and Nigeria we have placed used exactly this route, and several have since moved toward permanent residence after the qualifying years.

This 2-year permit is also where family reunification becomes realistic: once you hold a stable permit issued on employment or other grounds, family members can apply to join you. We tell students not to plan family reunification on the student TRP itself — wait until the post-study or work permit is granted, when sufficient financial resources are easier to evidence.

Step 6 — Open your Lithuanian bank account and get your Vilnius transport card

Bank account opening

You can open a student bank account in Lithuania before your Leidimas gyventi arrives — you need your Migration Department application reference number as proof that the process is underway.

The three main banks serving international students in Vilnius:

• Swedbank — most international student-friendly; online application available; monthly fee waived for students under 26; English interface throughout; typically opens in 2–3 business days
• SEB — strong mobile app; student accounts available; some branch staff speak English inconsistently; recommend the Vilnius city centre branch on Gedimino prospektas
• Luminor — owned by Nordea/DNB consortium; reliable service; student package includes free international transfers (useful for receiving money from family)

What you need for bank account opening:

• Passport
• Student ID from your university
• Migration Department application reference number (or the Leidimas gyventi itself if it has arrived)
• Lithuanian phone number (SIM card from Tele2, Bite, or Telia available at any phone shop for €5–10 including starter credit)

Revolut and other fintechs: many students open a Revolut or Wise account as a bridge while waiting for the Lithuanian bank account. Both apps accept foreign passports. This is particularly useful for the first 2–3 weeks before your bank account is active.

Vilnius public transport card

The Vilnius transport card (Vilniečio kortelė) is your access to the city's excellent bus and trolleybus network. For students, the monthly unlimited travel pass costs €16 — among the cheapest in the EU. This is part of the Vilnius cost advantage: your total monthly transport spend is predictable and minimal.

Purchase the card at:

• Vilnius bus station ticket office
• Maxima supermarkets (SPLIUS terminal)
• Online at judu.lt

The card requires your Lithuanian residence information — you can use your address registration certificate from Step 1. The student discount applies once you register your student status via the judu.lt portal with your university email confirmation.

Monthly living costs reminder: with the Vilnius cost advantage, a typical international student budget runs €500–700 per month including accommodation (dormitory €150–250/month), food (€150–200/month), transport (€16/month), and personal expenses.
